History

Elementum Vitae Consulting Inc. (EVCI) is a dynamic consultancy firm established by experienced and like-minded Australian and Filipino Development Professionals with a background in working together to successfully deliver results.

With offices both in Australia and the Republic of the Philippines, with networks extending across South East Asia and the Pacific, EVCI Directors have a proven ability in the development of innovative planning modalities and implementation and practical solutions to ensure that development is equitable, inclusive and sustainable.

EVCI Directors have previous experience in working together to deliver the high quality and cost-effective Business Development, Technical Advisory Services, IT, Communications and Knowledge Systems required to achieve results in complex, remote and challenging environments and locations.

Notably, the Australian and Philippines EVCI Directors played significant roles in the development, design and production of the Philippines National Typhoon Yolanda Comprehensive Rehabilitation and Recovery Master-Plan. This 8,000 page, 8 volume plan, outlined over 17,000 disaster recovery and reconstruction programs, projects and activities totalling $4 Billion (USD) essential for the recovery of Livelihoods, Social Services, Infrastructure and Resettlement housing (including Indigenous peoples). This Plan received approval from the President of the Philippines in October 2014.

President

Brian Riley  M.Law, M.Dev, ADPA

Brian is an experienced and applied development professional passionate about well-founded development projects and the positive impact they can achieve. With more than twenty years of development experience working with international organizations, government agencies, private infrastructure contractors, indigenous authorities and community social services organizations. He has a unique combination of technical know-how, hands-on managerial experience, and a practical understanding of policy and program development, project design implementation and management, and monitoring and evaluation activities in International, National and Regional Developments settings. He has managed a number of large, technically and administratively complex social and infrastructure programs and projects with budgets in excess of $100 million (AUD). 

Brian also has extensive international experience with United Nations Agencies in Africa and Asia and has worked across Asia and the Pacific as an Executive with the Australian Government Department of Foreign Affairs and Trade, the Australian Agency for International Development. He has demonstrated national level executive experience working with Australian federal agencies including the Department of the Prime Minister and Cabinet – Torres Strait Regional Authority, Department of Families, Housing, Community Services and Indigenous Affairs, and the Australian Bureau of Statistics.

 
 
 

 
 
 

Vice president

Paul Adolfo M.Dip, M.PP

Paul is a young and dynamic professional with nine years of combined project management and policy development experience. He has worked with a diverse group of individuals and organizations throughout his career as technical officer and, later, consultant in both government and non-government organizations. He is currently, the Project Manager for an international peace building organization focused on the peace process in the Southern Philippine Islands of Mindanao, further honing his leadership skills and values. Through the course of his career, he has engaged with key sectors including, women, children and young people, urban and rural poor, and Muslim communities and groups.  

Paul has managed several social development projects related to peace building, child protection and the empowerment of women and marginalized groups. He has interfaced and has grants management experienced with multiple donor organizations such as United States Agency for International Development (USAID), European Union (EU), United Nations Development Programme (UNDP) and UK's Department for International Development (DFID). Together with Rachelle, Paul’s recent engagements include co-evaluating two Caritas Switzerland-funded projects on community DRR and Human Trafficking project in the Visayas and a humanitarian project funded by Save the Children Philippines (SCF) and Action Against Hunger (ACF) International implemented in Mindanao.

 
 
 

 
 
 

Corporate secretary

Rachelle Cerera-Leones M.EDPsych, LPT

Rachelle is a diligent and committed professional with proven aptitude for development planning, strategic communication and networking, advocacy and capacity building, and social development.  She has 17 years of development work experience as a public servant for Philippines national government agencies such as the Department of Social Welfare and Development (DSWD), The Technical Education and Skills Development Authority (TESDA), and the National Economic Development Authority (NEDA). She has also been a development consultant for international organizations such as, Caritas Switzerland, Save the Children, and the United Nations Development Programme (UNDP), where she played a vital role in the development of the social services cluster of the Haiyan Rehabilitation and Recovery Plan.  For two consecutive monitoring rounds in 2013 and 2016, Rachelle was engaged by UNDP to assist the national government in its participation to the global partnership on effective development cooperation.

Able to work well in flexible and multi-cultural environments, Rachelle is also a certified graphic artist, printer, and social entrepreneur supporting women’s organizations. With her background in social development and skills in graphics design, Rachelle has been involved in the development of knowledge products, branding and communications materials for programs and initiatives that support international and local organizations in reaching out to their stakeholders and beneficiaries.

Treasurer

Jose Kalaw

Jose is a dedicated development practioner with over ten years of applied experience working in, and with, national and civil defense agencies as well as local government units in the Philippines. During this time, he has demonstrated his capacity for research, policy analysis and project management. He is particularly passionate about working with local governments and communities in building disaster resilience and has played key roles in mainstreaming and institutionalizing disaster risk reduction in local government plans and programs; developing risk communication strategies; and enhancing local government and community capacity for disaster preparedness and effective response.

Together with fellow EVCI Directors Brian, Paul and Rachelle, he too was closely involved with the formulation of the Comprehensive Rehabilitation and Recovery Plan for Typhoon Haiyan as the coordinator for the infrastructure cluster. He was a lecturer for community-based disaster risk reduction for the International Diploma Course in Community Development of the Asian Social Institute in Manila in 2016 and 2017; a staunch advocate of food security; and a certified practitioner of sustainable agriculture and organic farming.

Ryan Johnson

Ryan is a broadly experienced ICT professional with more than twenty years of demonstrated success in ICT operations, infrastructure planning and service delivery for clients in both the private and public sectors. He is passionate about ICT strategic analysis, planning and solutions implementation in alignment with sustainable organizational outcomes, especially in logistically challenging environments. 

Apart from his ICT experience, he has also demonstrated competencies in Strategic Planning and Policy Development, cloud services transition and management of multi-cultural and multi-disciplinary teams. During his career he has worked for, and completed consulting engagements with private sector organizations and the Australian Federal, State and local governments most notably the Torres Strait Regional Authority (TSRA) (Department of Prime Minister and Cabinet), Australian Antarctic Division (Department of the Environment) Queensland Department of Communities, Department of Health and Department of Works.
